RESUMO
Este trabalho objetiva-se em verificar o processo de consulta pública realizado pelo IASB, especificamente no Draft - Interpretation Stripping Costs in the Production Phase of a Surface Mine - IFRIC 20. Desta forma, os propósitos são: (a) identificar os grupos de participantes da consulta pública do IFRIC 20; (b) verificar, nos relatos dos participantes, as respostas que sejam discordantes das perguntas elaboradas pelo IASB; e (c) verificar a relação entre os grupos de respondentes e suas respostas. Para realizar o que foi proposto, acessou-se o site do IASB, onde estavam disponibilizadas 49 cartas das 50 recebidas, das quais foram tabuladas e estudadas 46, pois estas apresentavam os comentários dispostos em forma de perguntas e respostas. Os resultados evidenciam que o continente mais participativo é a Europa. Enquanto que o grupo mais participativo foi o de normatizadores. Observou-se que as questões 1, 2 (a) e 4 (b) foram as que apresentaram maior discordância com o que foi proposto pelo IFRIC. Entretanto, verificou-se que a questão 3 foi a que apresentou maior homogeneidade entre os participantes do mesmo grupo e dos outros, isto é, concordavam com o IFRIC. Pode-se elencar, como fundamento da não concordância com a proposta do IFRIC, a definição clara do que é um custo de remoção de "estéril" (stripping) e custos com atividades rotineiras de remoção de resíduos, que foram citados em outras respostas além da questão 1. Observou-se que o IFRIC realizou mudanças significativas na versão final do IFRIC 20, após a consulta pública.

ABSTRACT This study objective is to verify the public consultation process undertaken by the IASB, specifically in Draft - Interpretation Stripping Costs in the Production Phase of the Surface Mine - IFRIC 20. Thus, the purposes are: (a) identify the groups of participants in the public consultation of IFRIC 20; (b) check, trough the participants testimonials, the answers that are discordant with the questions prepared by the IASB; and (c) to verify the relationship between groups of respondents and their responses. To accomplish what was proposed, it was accessed the website of the IASB, where 49 of the 50 letters received were available, of which 46 of them were tabulated and analyzed because they showed comments arranged in the form of questions and answers. The results demonstrate that the more participatory continent is Europe. While the most involved group was the standard-setters. It was observed that questions 1, 2 (a) and 4 (b) showed the largest disagreement with what was proposed by IFRIC. However, it was found that the question 3 showed the greater homogeneity among the participants of the same group and the others, i.e., agreed with the IFRIC. It may be ranked as grounds of non agreement with the proposal of IFRIC the clear definition of what is a stripping costs and costs with routine activities of waste removal, which were mentioned in other answers beyond question 1. It was observed that the IFRIC has made significant changes in the final version of IFRIC 20 after public consultation.
