O nível de transparência do orçamento de um país pode
ser influenciado pela vontade do governo de ser responsável
para com seus cidadãos e por variáveis geográficas, econô-
micas, culturais, sociais, entre outras. O objetivo desta pes-
quisa é verificar se existe relação entre o Índice de Abertura
Orçamentária (IAO), o Índice de Desenvolvimento Humano
(IDH), o Produto Interno Bruto (PIB) e o International Public
Sector Accounting Standars (IPSAS). Trata-se de estudo de
corte transversal em que foram analisados dados, de fontes
secundárias, cuja amostra contempla 59 países. Utilizou-se
teste de correlação de Spearman. Os resultados da pesquisa
mostram que existe correlação significativa e positiva entre a
maioria dos índices analisados. Por fim, foram feitas suges-
tões para futuras pesquisas.

Transparency of Governament Budget Countries: a Study on the Association Between YAO, HDI, GDP and IPSAS

Abstract
The level of transparency of the budget of a country can
be influenced by the willingness of government to be ac-
countable to its citizens and for variables geographic, eco-
nomic, cultural, social and others. The goal of this research
is to check whether there is relationship between the Index
of Budgetary Open (IAO), Human Development Index (HDI),
Gross Domestic Product (GDP) and International Public Sec-
tor Accounting Standars (IPSAS). It is a cross sectional study
in which they were analyzed secondary data, whose sam-
ple includes 59 countries. It was used to test correlation of
Spearman. The survey results show that there is significant
and positive correlation between the most indexes analyzed.
Finally, suggestions were made for future research.
